Data not given as they said and deny they said it

Hi

I took out my Contract out on the 25th of March 2013

It is the Samsung Galaxy Tab2 7.0 on Smartdata 2Gb that i will bay 279 each month

They told me from the First of April i will recieve my ful 2Gb data and i only recieved 200 MB

i phoned cell c and they put a query in on th 1st
the 2nd i phoned back and they told me that they will phone me back in 8 hours and they didnt
Thursday the 4th i phoned agian and the same happend they didnt phoned me back
sateurday the 6th the same happen agian
This yesterday i phone theme agian i spoke to 5 diffrent people on 5 diffrent departments nobody helped me

This is poor service

How can they say i will recieve my 2 Gb the first and i Only recive 200MB
on the contract it says that i will recieve my 2GB data each month

This morning i phoned them and they said that from the 18 of August i will recieve my 2GB, but why did they say to me 2 weeks ago from the 1st of the month of April i will recieve my 2GB and why must i then pay the full amount

My boyfriend also upgrade 2 months before and he didnt get any problemse and he reciev all of his data...
yesterday they said they would phone me but nobody did!!!
