Being asked to pay a account that was settled

I don't know what Virgin Mobiles story is Really...

I was handed over to a Legal company in 2010 for a account R2200.00 odd rand that was behind paid the account up and settled with this legal company in 2011, Now its 2013 and the handed me over to a new collection company for another R1811.31 or something like that... Are we as consumer protected against something like that? The funny part is that the first legal company they used says on there system it shows paid in full and settled.

I am really disipointed in there service and the fact there legal department insists that i owe them monies, Can i go to to the ICSA and complain?
