Paying for no service

Firstly i have been trying to contact mweb since last week but have had to listen to z recording and still to get no answer. I finally got through today after holding on for half an hour and after the durban branch trying to direct my call to cape town too. I am paying for data of which i am unable to use due to telkom lines been down in the area. Mweb are not prepared to credit me. Mweb work closely with telkom and had i taken the data bundle with telkom they would of credited me. I pay R738 a month for absolutely nothing. One does not go into a contract thinking that if something goes wrong with a third party, in the case of telkom, you will still be liable. I do know that the mweb sales lady said that if i did not send my fica documents they would not be able to give me the service. Well i never sent my fica documents and they continue to bill me.
