Cancellation of contract

I have been trying since November 2012 to cancel my Cell C contract. I faxed their cancellation department twice but the fax never went through. In December I went to the Cell C in the Liberty Midlands Mall and spoke to an Indian lady (apologies as I do not recall her name). I filled out the cancellation of contract form and she said that she would sms me the reference number in 10min. I shopped for about an hour and went back to the store as I didn't have the reference number. The gentleman told me that she was on lunch but was sure she put the documents through but forgot to send me the sms with the reference number and that she would send it to me when she got back from lunch.
I check my account today and to my dismay, I am still being charged for the contract. Thinking back, I never received a reference number. Why is it so difficult to cancel a Cell C contract? Is it because you want to complicate the process so much that you can get an extra few debits off the person's account?
