Callback Promise Never Kept!

Yesterday at 10:20 am I dialed 011 653 5000 and asked to be connected to the legal department, after my second attempt (as I am not in arrears, or a debt collector or need documents faxed to me) I spoke with Felicia Ngki and explained my request. Felicia advised me that she was unable to assist me as the computers were down and she was unable to access the correct screen. Felicia took down my mobile number and promised faithfully to call me back when the system was up and running (Felicia was also unable to provide me with a reference number as "the computer was down" as I in the past promises of returning calls never happen and I have learnt to get a reference number!) Well you can guess where this is going Felicia Ngki did not return my call, another Vodacom employee that does not know how to keep a promise and provide customer service. I still do not have the information I am after which is very simple please forward me a copy of a voice mail message that was recorded on the 2/11/2012 at 7:23 pm. How difficult can this request be!!!
