15c Data Headache, Call Centre Clueless

I'm on a straight up 100 and was happy to see CellC drop their out of bundle rates to 15c
In Feb i went over my bundle the first time and got a shock at the 99c charge for Data

5 Tries over 2 weeks I finally get through to a service consultant Pertunia. She was very helpful but couldn't't answer my questions regarding the 15c p MB being advertised. I asked her to follow up and get back to me. Later that day I received an e-mail from her stating that the 15c tariff will only apply if I purchase extra data over and above my straight up contract. I must phone in to do this.
Great!
3 tries 1 e-mail and a week later I get through to Godfrey
Me - Please can you ad a extra 50MB per month to my account that I can qualify for the 15c rate
Godfrey loads it
Me - Please can you confirm that I will now be billed 15c PMB out of Bundle
Godfrey replies no my rate is still 99c
Me - But I have an e-mail confirming it
Godfrey - If so it is a promo and he doesn't know about it. The 15c applies to data only not voice contracts
Me - Are you sure. Or do you just not know
Godfrey starts getting upset

Big Sigh!!

Can someone from Cell C please clarify this? As the call centre doesn't seem able to
