Billed to move a line

A few weeks ago I requested that my services gets moved as I am moving home. I have a line with Telkom and my ADSL service with Cybersmart. Telkom instructed me to cancel my ADSL with Cybersmart in order to move my services to my new address.

I have just received my bill for March and I see I have been charged double my normal service fee. When I called to enquire about that I was told I am being billed a once-off charge for upgrading my service?!!? I don't agree with this, I simply cancelled my ADSL line with Cybersmart to move my service and then I am taking up my ADSL line with Cybersmart again. So why I am being charged a fee by Telkom? Unbelievable.
