Charged for a service which should be free!!

For almost a year I've had a dual account, a sim for use with my 3G dongle, and the mini sim in my iPad.
I'm on a 3gig bundle for -R180 per month, which means I can use 3gigs worth of data on both devices in the month period.
This was the case since inception of my contract, until recently when I got a bill for R1600, and the following month one of R2006.88!!
I've pulled the itemized billing report, and it clearly states that when using the "internet" (dongle) the usage is free, but as soon as the "iphone" (mini sim in iPad) is used, I pay through the roof - then directly afterwards usage on the dongle is 'free' again.
Do you just like people's money?!?!?!
I logged a complaint at a branch, which sent it through for investigation, and the response after 2weeks were that "my automatic updates on device is on" - Really? That is your answer?
It is utter BS, and not remotely the reason -
All I want is to NOT BE BILLED for a FREE service I'm supposed to have (up until 3gig data) as it was before - AND be REFUNDED for the amounts overcharged (and likely to be charged still).
