Telephone line not working since Jul 2012

I applied for my phone line at the end of Jul 2012.From day 1 the line was noisy, so much so that I could not use it as I could not hear people on the other side. I logged the fault and a technician came, he couldn't fix it as the cabling was done through my neighbour's house in the complex & the wiring needed to be redone. I then went & looked at the wiring next door with the technician-what a MESS! Exposed wires, just a heap of jumbled messy wires on the side of her house. The technician suspected the problem was there & said they needed to redo the wiring so that 10 units phone lines didn't go through her house and once wiring was redone my problem should be sorted. Yeh right, they "redid" the wiring, problem still exists. I can't even remember how many calls I've made & each time I have to give the call centre agent the whole story & each time a technician comes out, can't fix it - says the wiring is all wrong he is going to log a report with management. Next day I get an sms to say my fault has been restored, when it HASN'T.In the meantime I have to keep paying for this noisy line that I can't use, and I must WAIT for the credits to come through at the end of the month! HAD ENOUGH!
