ADSL Not available at ALL

Hi Telkom.
I have contacted your call centre every month for the last year now (since December 2011) to find out about ADSL in Vrede, Free State.
Every service desk person I have spoken to replies with the same words "Not available yet, but call back next month".
What actually makes me so furious is that there are a couple of people in Vrede who already has ADSL lines. How is this possible?
Is the reply just because lazy technicians or lazy service desk operators that do not feel like placing an order?
If anyone from Telkom can please call me and assist me with my query, not just put me through to another department, but actually help me from start to finish.
The sad part is that after every call I have placed, Telkom has the guts to phone me and ask me to rate them.
I want to know how Telkom can roll out 10/20MBps lines, but not even have half the country covered with ADSL connection.
I have joined petitions and groups to have ADSL available in Vrede, but Telkom just does not care about the people.
