HIGH BILLING AND FAULTY CELLPHONE

MY NAME IS MR MUSIIWA MOLAUDZI, I HAVE MAJOR PROBLEMS. I BOUGHT A NOROKIA LUMIA 710 IN NOVEMBER. IT IS A VODACOM TOP UP 75 CONTRACT PHONE. PROBLEM NO 1. THEY ARE BILLING ME MORE THAN WHAT I SIGNED FOR, WHERE ARE THEY PICKING UP R239 FROM. PROBLEM NO 2. THE PHONE NEVER WORKED 100% FROM DAY ONE, I WENT BACK TO THEM WITHIN 7 DAYS FROM THE DAY OF RECEIVING CELL PHONE. THE TWO INDIAN DIDN'T HELP THE CAUSE. THE SAID I SHOULD WAIT FOR TWO WEEKS FOR THE PROBLEM TO BE SOLVED, THEY SAID THE PROBLEM IS NOT WITH THE PHONE IT IS WITH VODACOM. THE VODACOM IT DEPARTMENT IS CURRENTLY WORKING ON THE PROBLEM, BECAUSE THIS IS A NEW PHONE IT USES WINDOWS 7 IF I GO TO AMERICA THIS PHONE WILL WORK THERE. HOW IS THAT POSSIBLE BECAUSE THERE IS LUMIA 920 LATEST ONE THAT USES WINDOWS 8 I THINK THE PHONE DOES NOT HIGHLIGHT SOME OF THE MENUS, YOU CAN'T PRESS THEM BECAUSE THEY ARE NOT HIGHLIGHTED . WHAT IS THE WAY FORWARD NOW? I WANT TO FIND OUT FROM THEM HOW ARE THE GONNA SOLVE THIS PROBLEMS. BECAUSE I DON'T FEEL IT WILL BE RIGHT FOR ME TO PAY FOR A PHONE THAT DOES NOT WORK 100%.
