Paid for services that I have not received

I'm not even going to bother writing the whole report, I will simply copy a responce from cellc after they charged me R 19.00 [per month] for itemised billing for more than eight months but never delivered or emailed the documents. I then requested a refund and this is cellc's responce: "Good Day Timothy. Thank you for contacting Cell C. Kindly be advised that we could not reach you on your mobile. Please note that we will not be able to refund you for the months of not receiving invoices due to the fact that you had not informed us that had not been receiving your itemised bills. However we can sent the statements via email from the time you took out the contract to date. Please contact our contact Centre on 084 140 as security check needs to be done in order for us to forward the invoices". They have been trying to get a hold of me on my cellc number despite numerious pleas not to use that number as a primary contact thats how incompetent these people are. I see this matter also dragging into the office of the National Consumer Commissioner and Icasa. It is my fault now that cellc did not send me statements? This is beyond ridiculous.
