Paying for Uncapped but have bad interent

I had the fifth (5th) technician out today. Problems with my Internet still persists. Im paying up to 900rand every month on time with no delays but my interent keeps on degrading by the day. Everytime a technician comes out the internet runs like lightning for 20 mins and the throttles down to nothing. I pay for an uncapped bundle but i get throttled acording to their policies. I use my internet excessively for i download driverpacks and utilities via peer to peer and do alot of projects via peer to peer. Now i get penalized so badly that i wait 2 minutes for google to open, dont even try a [URL Removed] site cause it takes up to 5 minutes for the page to open, I cannot receive mails for it times out. I have no idea why im paying for uncapped internet if it is eventually capped, and none of this was ever brought to my attention when i applied for this deal. My question is then if 5 technicians have been here why can they not tell me that if been capped or throttled. And if so why can i not even open google. I pay my account for absolutely no service from Telkom
