Poor ADSL

I subcribed to Telkom 1mbps ADSL service, they make me pay R367 - every month for this service, but I dont get the data throughput, The internet is so slow, I've reported numerous times to telkom that the line is not performing up to standard! The have pathetic helpdesk consultants, they don't understand when you tell them this kind of problem because they read everything off the screen and this kind of issue is probably not listed, anyway a Telkom representative has contacted and admitted that the DSLAM is congested and unfortunately thats just how it is! I can't believe telkom expect me to pay my bill on time every month because if I don't I get penilised, but I have to sit with this poor service from them! unfortunately I am depended on this service...
