Specials used to boost more expensive contracts?

Cell C offers 3 iPhone packages. All a Straight Up 200, meaning it is the exact same cellular benefit.
iPhone 5 16gig - R399, iPhone 5 32gig - R599, iPhone 5 64gig - R649

The Straight Up 200 package is my prefered package and very competitive! This package cost R200 monthly. Yes, you do get some extra data on an iPhone, making the package even better, but it is still the same for all three phones.

iPhone 5 16gig cost R8300. For this package, the phone is actually costing R4776 (R399-R200 x 24 months), making it a good deal like normal cell contracts are - the device being cheaper that what it would be cash.

iPhone 5 32gig cost R9500. For this package, the phone is actually costing R9576 (R599-R200 x 24 months), making it a terrible deal.

64gig - cost R10800 and with the package R10776.

I have been to many Cell C stores since Dec 2012, trying to get a 16gig. My name on waiting lists at some stores. Other stores only add you to a list when a contract is signed - rediculous!!!

I can walk into plenty of Cell C stores and actually walk out with a 32gig. My question. Is the 16gig advert being used to push the 32gig? Will I ever get a16gig? If not, make the deal on a 32 better!
