Incorrect billing for promotion

I decided to take Telkom up on your promotion in August (3 months free internet.) From the first month I had a billing issue. I was only supposed to pay R289 (as told by the sales consultant over the phone) but was charged R631.62, so overcharged by R342.62. I tried inquiring about this at the Wonderpark branch but they didn't even know what I was talking about.
September and October same thing, just smaller amounts. Now a Consultant came back to me and said I had to pay pro-rata for the first month.
Please explain to me if I am to pay pro-rata on R289, that I am billed R631.62.
The total amount I am over-charged with is R489.84 and I paid VAT on that amount too.
Awaiting an explanation.
