Over billed no pay option

So this is how it went down Vodacom over billed me.
then made an arrangement to pay month end.
I paid and then they double debited me.
then after arranging new payment they froze my account telling me I exceeded credit limit my limit is 1700
my bill is 1400 then they told me it includes marches bill too but its only feb now how do the determine that.
I was shoved back and forth from call center to call center I told them of my 2gig data bundle I purchase every month that will expire and the response I got was its an unfortunate loss we cannot help you. you must pay the end feb amount before we reinstate your service. or 75% there of

how is march included in Februarys credit limit I do not understand how this works last month my bill was 1530.20 but my service stayed in tact way am I not given the same option and this month Vodacom just keeps to there agreement plan
