Locking voice calls when data bundles finish

It is not clear why Vodacom blocks voice calls when you still have 250 minutes available on your talk time.

they say voice calls are blocked when data bundles are finished. but what if one does not want to use data for the few days left in the month but only want to make voice calls for those few days with the available free minutes. I am informed it is against their policy.

it is not clear whether it is one of the money making schemes.
