Billing a client when article not delivered

Why does MTN bill a client for service on which they have not delivered yet? Is it normal for a service, purchased in December 2013 but as yet not delivered, to be billed to a client? Seriously MTN, you need to up your game and sort out this mess. Its a case of false advertising and massive mess-ups ever since.
