4 months and no service

The two metal poles that house all the asdl and phone lines for my neighbours and I were about 4 months ago.
I have reported this to telkom 5 times.
Each time has involved me waiting on hold between 15min and one hour.
Telkom has not replaced the covers
I have put plastic bags over the wires to protect them from rain and passers by
Shurely 4 months and 5 complaints later you should have replaced the covers
