My line has been allocated to someone else???

About 2 weeks ago my telephone line went dead, this fault has been logged multiple times with Telkom's "technical" department, and every time they come back stating that the fault has been resolved but obviously this is not the case.

Today I received yet another text message informing me that my service has been restored, but lo and behold no change.
As such I decided to phone my landline number just to see what happens, and someone else answers the phone??
After chatting to this guy, I found out that his line went dead somewhere in December and to rectify the problem Telkom simply offered him a new number, which turned out to be my landline number?

This is utterly ridiculous, how is it possible that one of your technicians simply decides to give someone else an in use number? Don't bother answering that, all I want is for my service that I pay for with my hard earned cash every month to be restored and functional again, this is affecting both my work and studies. Come on, it can't be that much to ask, can it?
