Harassment condoned

I am being phoned multiple times a day by a private number, showing as "unknown" on my mobile display. This person does not talk and sometimes keeps the connection alive for up to half a minute before hanging up. My work has also started to received such calls. The intention of harassment is clear.

I can change my number but do not want to since I have had it for 11 years now.

I know these purputrators are protected by privacy laws.
So I phoned the Vodacom Call Centre and asked whether they can check who it is, and inform them that Vodacom has received a harassment complaint against them, and that they must seize any further harassment conduct. (This would not be against any privacy laws, since no information is given to me.)

I was informed that this was not possible, and that if the harassment is life threatening, I must go to the police station. The person did not know what my options are, if the harassment is not life threatening.

Vodacom does not protect their customers from harassment in any way, even if it is within the scope of privacy laws. My last resort is to shop around, and see whether another mobile telecommunications supplier will protect me.
