Consumer rights?

I am a Vodacom Subscriber--I believe the Consumer Council gives Vodacom the right to "print money" My Data allowance rolls over for a month yet when the new month start the "new" allowance is used first and in most cases any unused roll over data falls away. Surely the "roll over" period should be 6 months as is now done for calls. After all it is PAID for by the Consume
