Vodacom is billing me the amount we did not agree

I re-connected my contract line with Vodacom Two Months ago and they told me that the package i was using before which is a Business (R399 per Month) was no longer available, they gave me two options which is Smart S for R199 per Month and Smart M for R299 Per Month and i chose the Smart S. In November 2013 they debited R399, I've been calling Vodacom since the beginning of December 2013 and i have been transferred from one department to another, On the 26 December 2013 they debited R523.20, I called vodacom again and asked to speak to the Manager, they transferred me to Thabo and Thabo told me that i have to speak to the Account Department he then transferred me to Tasmeen, tasmeen said i must speak to the Vodacom Direct, she transferred me to Vodacome Direct to Patricia, Patricia said i must speak to the Account Department, she transferred me back and i spoke to Prishalen, i asked to speak to the Manager, He Transferred me to Zandile, Zandile was very Rude to me and also didn't help me with anything, she also said i must call the Vodacom Direct. All i wanted is the explanation why do i so much whereas i chose the package for R199 and did not receive a new phone? (MS. Seshebedi)
