Paying for service... without any service

In March 2012 I asked Telkom to stop my telephone line as i am moving to an area without any infrastructure... such as Telkom lines. They continue to debit my cheque account with debit order. Started of at R300.00 p.m Which increased to R400.00 and eventually i've been paying R600-R700.00 per month for nothing.
I contacted them during 2013 and they said they will refund. After another 3 months passed, without any response from them, I contacted them again to stop the account and refund me... Again to no prevail.
I eventually stopped the debit order. Now they keep on phoning me to tell me they will discontinue my service. Excuse me... there is no service. I have NO lines NOR any instrument of Telkom in my house.
This is been ongoing now for 18 months... NO response from Telkom's side. No refund No nothing.
What am I to do?
