No Infrastructure???

I received the following reference number from Telkom on 19/09/2013: ARS 229987. To this day no one has contacted me in regard with my request. All I am simply asking for is for lines to be installed at my house in Bali Village in Rustenburg. But according to Telkom because there is no infrastructure where I live. Now my question comes in, I know of someone who was also informed that there was no infrastructure at his house. But they have installed telephone poles for him in order to get lines to his house, now how is that possible that he can be helped but they simply say they cannot help me? Do you guys not want to help your customers? Do you really feel so little for service? I guess when it comes to Telkom they simply do not care about their clients. Hopefully this time I can get a better answer!!!
