Faulty phone supplied

I took a new contract from Cell C for a Blackberry 9790 and was supplied with a faulty phone. I dealt with Simone at the Chatsworth branch and when she opened the box and switched the phone on the phone froze. She insisted that the phone will be fine as it was just starting up and i should not have a problem in future. A few days later the phone started to freeze and restart on its own. It subsequently switched off and would not start up again. I was unable to get to the chatsworth store as it is closed by the time i get home so i took the phone to the pavillion branch where i was advised that they could not take the phone in and i had to go to the chatsworth branch which i find is very unusual as this is a Cell C store. I then telephone Simone immediately and told her about the faulty phone. She said that i can bring the phone in on the weekend and she will sort it out which i did. The phone was only sent to JHB after 2 weeks and my request for a new phone was declined. I will not accept a repaired phone due to Cell C Chatsworths incompetency. Please can i get some assistance from someone of higher authority.
