Bill with out service

Hi i got my telkom adsl installed in Aug, after applying for it in November 2012, at the time of the application telkom had a special on for 199 pm for a 5 gig pm. After the installation was done telkom tech told me to phone and do the activation, this i never did as i have been looking at my option with telkom, then i get hit with a 796 rand bill, for a service i am not using or activating, there call centre just says there system automatically activates the service it, i have tried to contact them and was advised the 796 will be reimbursed by telkom, but now they say they are not going to. how can you bill me with out a service i don't have password or activation???
