Network problem

I have upgrade my account on the 30th October 2013. The sales person did a sim swap and he told me that about 3 hours then the simcard will activated. After 3 hours I have switched on the phoned and I didn't get any network. I have phoned the call centre 7 times and every time they tell they have synchronize the sim. Up to date I still don't have network.
