Telkom infrastructure excuses

I moved into a brand new Aska property developed suburb called Parklands North on 1 december 2012. There are at least 12 houses in my street that are occupied.
I began contacting Telkom in November to organize a landline so i can obtain an adsl line. Initially I could understand the no infrastructure excuse but now fast forward to 28 January and I am getting excuses that infrastructure planing for this suburb cannot be done till April at least.
This is absolutely ridiculous, more and more houses are being built in this area and more and more people are being disadvantaged by a corporate monopoly who does not cater for these situations.
