Cancellations take more than 30 days?

I cancelled my 8ta Internet connection on the 20th of July 2013 at Clearwater Mall Telkom, assuming the 30 day notice period the last day of service would be 19 August 2013, payment in arrears would mean my last debit order was due on the 1st of September 2013. My account was debited on the 1st of October, when you contact Telkom they sat they have nothing to do with 8ta, I then contacted Telkom Mobile but was told there is a delay in canceling a contract (I thought that was the point of the 30 days), as far as I am concerned they are my money. The interesting thing it seems as if Telkom Mobile and Telkom fall outside of the Consumer Protection Act as I wanted to lay a formal complaint but nobody has an idea of the correct procedure.
