BAD download speed

For the last 3 weeks I have had extremely low download speeds. Downloading at 40kb/s on a 4meg line seems rather ridiculous! Apparently it is caused by the router in the area that is flooded with to many people? My question is, how does Telkom make the mistake of overloading a router in the first place and secondly how long does it take to resolve this problem, considering the fact that it has been reported and according to them it will be resolved soon. Well it has been 3 weeks and still no solution?
