Personal hotspot 4 8ita not availible

I am extremely disappointed that I cannot create a personal hotspot on my new generation ipad... I know have ios7... People have been complaining from last year about this... It absolutely shameful that a company like Telekom can't resolve this issue being a leader in communication in South Africa!!! Please resolve this issue as I am considering changing to cell c at this point
