Incomplete contract

I took out a contract on a S3mini some time in June 2013. I paid for a sim card and it was activate and rica'd that same day. My 1st payment didn't go off at the end of July 2013 and therefor i went into the store to find out if they were going to make a double deduction on the 31 August 2013 and then i discovered that the contract was never activated and that Store Manager would contact me the following Tuesday its been 3 weeks and only now he contacts me demanding me to pay the contract and that he will be activating the contract today which is the 1092013 the person that did the application was the previous store manager and his no longer with your company. I'm unhappy with the service that I got. My contract was taken out in June and all necessary documentation was completed on the day so how can I be held liable 3 months later for a contract that the store didn't complete? And why did it take 3 months for the manager to detect the error?
