Cancellation of contract

I have tried to cancel my two cell phone contracts since April. The service has been cancelled quickly but they are still money from me. Last month (Aug 1) I received a letter of apology from them with a refund 4 days later of the money that they. No bank charges orrefund for hours on the phone trying to sort out the mess they made. Part of the letter stated: "As a testament to our strive for perfection, we have taken steps to ensure that this type of service is not offered in the future".
Yet, yesterday they again deducted money from my account. This is now blatant and and I will now report this to the SAPS today and will also report you to ICASA as you are obviously not capable to fix this matter. EVERYTIME I ask to speak to a supervisor they are, without fail, in a meeting. I will now also sue you for expenses. I had also NO reply on my enquiries that I made today. Last month you blamed it on a new computer system. What will it be this month? Virgin Mobile is money and getting away with it! You have no legal right to access my bank account.
