Service delivery failure, refusal to release

I signed up for a 4meg line with MWEB, they were to manage the line as well. The most the were ever able to deliver fluctuated between .5 and 1.5meg. I emailed to complain and said that they should reduce my line to a 2 meg line if that was all the service they could provide. Without responding adequately to my complaint they reduced my line to a 2meg bundle and my received service dropped to below 1meg. How disappointing and is it to charge for one thing and then deliver less than half what was promised? I then tried to transfer to Afrihost. I sent MWEB an email cancelling my account in 28th June. I then phoned them on 5 July to find out what was happening. They then emailed me their cancellation form, which I completed and sent back, stating clearly that the 1 month notice was to be from the date of my email. They then promptly debited me for August anyway. I then asked them to release my line and transfer it to Afrihost, they refused to do this even though I had paid them. After 2 weeks they finally agreed to release the line. Don't sign up with MWEB they overcharge, under deliver and you can't get away - even if you've paid!?!?!?!?!?
