Change of my accounts

My boyfriend got me a new Top up Contract from Cell C. I get sms, data and call time.
Firstly the service getting the contract and the phone were extremely bad. then about a month later i had to mak an emergency call after hours to the municipality as we were stuck without water and it was friday night. i could not make any calls although i had about two hours talk time on my phone. i had to use someone elses phone because the municipality number starts with 086/ when we went to cell c to enquire about the call i could not make. they said that with this contract i can't phone primary numbers. the they explained what primary numbers are. all 086 0800 numbers. when i quistioned them why they did't explained it to me when i signed for the contract they said it is written in the contract and do not know why the agent didn't explained. i went through the contract and coudnt get any reference to this. i took it back to them and they also couldnt show me where it was written. now i am stuck with n phone for two years and can not use for emergencies or any number starting with 086 unless i put money on the phone.
