BILL QUERY NOT LOGGED NUMEROUS TIMES

On 31 July 23013 I spoke to Mashego Monica to upgrade my telkom package from a SIMPLE PLUS plan for R499 per month to a SIMPLE UNCAPPED PLUS for R644.00. I was informed that there may be 1 day pro rata on the account. I received my bill for August and it was R909, 37 and it reflected me being charged two full months of R218, 42 for the TI Do Uncapped Advanced line. I called 16th August and logged a query with Neuwe Molakeng who told me that Kamo Phoba the supervisor of the Bloemfontein branch would get back to me within 3 working days. I asked for a reference number and was told no reference could be given. 21 August I phoned and spoke to Annetjie who said no query had been logged. She subsequently logged a query and gave me reference number 27014162. Kamo and Neuwe have never gotten back to me. Is it not company policy to issue reference numbers? and why is it that people claim they cannot give you reference numbers? Furthermore how is it acceptable that queries are not logged and clients expected to wait extended times to sort out account queries that no one can give effective answers too. I am in the process of querying moving my adsl line to Webafrica!
