20 mins for an agent to answe

I am trying to change my IMEI number on one of my phone contracts and have held on for 20 mins with no answer from anyone in the insurance department.
I find that rather disturbing... no message nothing just horrible music playing the whole time.
What is the point of having insurance if you can't get hold of them.
