3G Reception - RIDICULOUS!

I am using a Huawei E1752 Speedstick and I am having great difficulty getting proper internet reception. The Dashboard indicates 98% signal but for some reason, the internet is incredibly slow and lags to the point that no website even wants to load!

I want to know WHY this is happening even when the Coverage is 98%!

This is a problem that I know other users are also struggling with!
Looks like the Cell C Network isn't all its advertised to be...
