Failure to cancel my account & charging me each mo

I cancelled a 2nd number that I had under my name last year October only to find out it wasn't cancelled & I have been paying for it for 10 extra months! Every time I phone cancellations I wait for 45mins to get through and keep getting told to phone billings department but they told me to phone cancellations again! No one can tell me how much I will be credited and it has been over 14 days? Can't understand WHY I have to wait so long to be credited?
