Cell C No Network Service

I have phoned for over three months now. and every time I phone i get the same answer. "We will get a network Technician to phone you" he phones me and then sends me a network form to fill in. then I never hear from them again. I have now filled in 3 of these forms and still have had no reply.
I have full signal but nothing works. My phone doesn't even ring. just get a text saying I have a missed call.??? I cant connect to the internet either.
And No Cell C its not my device. I have 2 contracts with you. and it is happening on both. device I have tried on include SIII S4 Samsung N8000
Yes Cell C, I have data.
No Cell C. it happens all the time.
Yes in the east rand.
Yes I have manually switched my phone to Vodacom like suggested. same problem.
So, I will be consulting a legal adviser because last time I phoned, I told you I will give you time until 1 August 2013 to sort this problem. And you continue to charge me for the service I am not getting.
And whatever the adviser tells me, Will be posted to the 7 Forums I saw with same problem. So that other people can see, they don't have to put up with this.
