CellC Selling a service they cannot provide

I bought a GIGA200 package from CellC halfway through June. Over the last month I have found every time I come home after work I cannot use the internet from about 5pm until 9pm (if not later). I thought this was only an issue during the week and for the most part the weekends worked fine. This weekend has been horrible with regards to accessing the internet and at this point in time I am on my Vodacom cellphone connected the PC in order to write this complaint as I cannot access the internet again through CellC. I find this absolutely shocking as I phoned the CellC helpline and the agent told me that they are having problems with congestion. I just find it ridiculous that CellC sell packages when they do not have the infrastructure to support the usage of these packages. I am almost at my limit but I spent R1800 buying this package and I now have to use it even though when I want to actually just surf the internet or use Skype I cannot. I will never recommend CellC to anyone as the reception and service signal you get when it matters is shocking. Selling data at a low cost is only a good deal if you can use it.
