Absurd out of bundle charges

I used my phone on my Vodacom contract to access internet on a computer. I used the Vodacom Android app and confirmed I had about a 150 MB to use on my monthly bundle.

I started helping my kid set up his GMail and new Dropbox account. around 14:00 06/07/2013.

After about 20/30 minutes I noticed the connection seems unusually busy for what we were doing. I opened up my Android app again and it showed I still had around a 100Mb of data I then opened up a network monitor to be on the safe side. Then to my surprise the PC has already downloaded around 900MB data. I plugged my phone out of the computer. Usually I receive a SMS alerting me when I go out of Bundle. I check and see no SMS. I open up the Vodacom app and see I now had no more data on my bundle left.

I then proceeded and called 082 111 at 15:05 and found out I now have to pay over a thousand rand for the data and there is nothing I can really do about it. I received the Out of Bundle alert later via SMS at 15:24 06/07/2013.

How is it even legal to charge someone R1 am MB? And what use is the SMS alert if it doesn't work. I will even be willing to pay them the price of 1GB data bundle but the R1000 is unacceptable.
