Lackberry internet service throtlling

So I'm one of the unlucky few who had my so called "unlimited BIS" throttled. Very well nothing that I could do about it at the time. I was told that on the 1st of July 2013 the service would return to normal. Meaning the speeds would revert back to that of an actual 3G connection. I called in on the 1st of July and was transferred to technical department who assured me the problem would be resolved in 48 hours. I called in today again because the service is still being throttled and all I am being told is that the problem has been logged. Now I called in tonight again only to be told that I must just wait and that there is nothing they can do about it. Now I do not have a problem with the call centre agent. My problem is with cell c and I request that my service be reset to its original speeds. I cannot pay the full amount for "unlimited BIS" when you limit the speeds as well as the amount of data customers can use. All I ask is that you reset my connection speed to what it should be
