N9 Software upgrade is R180 at the Digital Mall

Having been referred to the only Nokia Care in Durban, I took my N9 (still under warranty for a software upgrade). I informed the consultant who received my phone that I was aware that my USB port was sometimes not working properly but would not like it repaired by them there as she was very upfront that all repairs are charged for. Since my phone is still under warrant there was no point in paying for repair charges. 12 days I received an sms indicating that the cost for repairs for the USB port will be R950. That was to my surprise because I required no repairs but software upgrade. On following up, I was told that I can reply NO to the repairs but have to pay R180 assessment fee. On further probing about what was assessed I was told that the technician picked up that the USB port needs repairs., that needed no technician as I had reported the intermittent fault when I handed in the phone.

I have problems understanding what the assessment fee is all about as there was no new fault reported, all I needed was a software upgrade. Why the consultant did not mention that they will be unable to do software upgrade without a reliable USB puzzles me. Unfair business practice???
