Blocked cell phone

I have tried about 5 times to unblock a and recovered phone. Every time i phone in i speak to a different person and keep on faxing the details through but for some reason MTN never receives the fax although it shows that it went through on my side. I have even emailed the info but still the phone is blocked. Is there anyone at MTN who can assist me in unblocking the phone.
