DEDUCTED AN AMOUNT - CAN'T EXPLAIN WHY

I decided to migrate from Vodacom to Cell C at the beginning of June. Romano is the person I have been dealing with. He requested that I send various documents to him, including a copy of my bank statement.
On 7th June 2013 I noticed that an amount of R43, 33 was deducted from my bank account. On enquiring about this with Romano, he said I should take it up with billing dept. I spoke to Thandi, who said he would get back to me within 36 hours. That was on 19th June, I have not heard a word from him.

I have phoned both Romano and Thandi numerous times and told them to check their accounts, which they say they will do and let me know and no one contacts me. Thandi said Romano accepted the bank statements and that he is responsible to explain the deduction and he passes to query back to Thandi. They say it is impossible that there was an amount deducted, as I had not yet signed for the contract. Then why the deduction???
I would like to know why this amount has been deducted without my authorisation or explanation and expect the R43, 33 to be paid back into my account.

I would have thought that dealing through Head Office the service would be of a professional standard
