No phone but debit goes on

Early in April or end of March, I received a call from some Cell C agent offering me a cellphone.
I accepted the offer and I'm not sure whether it was a matter of misunderstanding or what but the phone I received (Samsung Galaxy Pocket) was not what I had in mind as I was expecting a Galaxy S3.

I went to the Alberton Cell C shop to request a change and they denied but instead Cell C was called and they promised to fetch the handset which they did. The courier collected the whole package (handset and starter pack). I was also promised that I will be called within 7 working days of receipt of handset for an update which never happened and it's over a month now.

I was billed in April, I didn't mind.
I haven't received a call from Cell C until today and I was billed again in May "FOR WHAT? ", as they still have all their goods and I don't even know what's the status of my request.

I know I will be billed again in June but can someone please contact me and resolve my problem as the call center keeps on transferring me to some department which never answers the phone.
