Paying for a service with no device

I took out an additional Cell C contract for my wife, as we needed an extra phone.
From the day we started up the phone it heated up tothe point where it totally freezes.

We returned the device to the store where they sent in for repairs.
When the device was returned to the store it was incomplete and still not fuctional.

It is now at a point where the phone is stuck on the same screen even if there is no sim card in it.
I requested the store for assistance and was only offred a new installation of the software on the device.
This will not rectify the problem of the infunctional device or the fact that I am paying for the service with no use of it.
